Some of the blogger templates comes with pre-installed widgets. If you may not want few of them, you can remove them from your blogger's Layout. But the problem is that some of those pre-installed widgets are locked and cannot be removed. It can be done by changing the code of those widgets, so that we can remove them manually.
In order to remove the locked blogger widget, you first need to unlock that widget. You can see here how to unlock blogger widgets - you can unlock locked widgets by following this tutorial. Once you have unlocked the widget, it can be removed from the layout section of your Blogger's dashboard.
